Plz help. My on again off again girlfriend found an airtag hidden in a pocket of her purse.

Neither her nor I own an iphone or ipad. Would there be a way of tracing who set this up without said equipment or involving the authorities? I would like to return it to the owner personally. Perhaps an android or windows based solution? Thank you in advance
