Her description when i asked "why does my gov computer suck so bad at work?"
OK, imagine you bought a car new in the 1980's, cool right? now imagine as the years pass things go wrong and break like things would normally do on a car. for example you got a flat tire. you would take the tire off and replace it with a new one or at least fix the old tire right? not the military. instead you just put a new tire over the flat tire and continue driving. Then instead of doing scheduled oil changes or things with the correct brand and part you use other companies that dont really fit so you "patch" them until they kinda fit with duct tape and extra tubes wires etc. But hey! some people start to notice you driving a piece of shit around town and it looks terrible so you( the pentagon) panic and throw a bunch of money at maintenance shop (contractor) to fix it but all they did was give it a new paint job and tell you its good as new and even threw in a few "extras" like an air freshener while still being full of who the fuck knows what from over three decades of this on repeat.....how well would that car work?
