Does anyone know how to go about getting a no contact order issued to someone in another branch?

DO here and I'm running into walls. JAG is seeing what they can do but they don't think they can do much.

I have an airman who is being harassed, stalked, and threatened by her ex who is a marine. She had a civil protective order hearing and it was recently dismissed for dumb issues like not reporting it "quick enough" when really she didn't have her phone for a week because she was on a cruise (which she attempted to back up with her receipt for her trip).

We've issued a barment order to her ex but to my knowledge, that's all we can do on our end.

She reported him to NCIS when this started occurring but they don't communicate anything to her or us. They initially told us that his command issued a no contact order but we found out a few weeks ago that nothing was ever issued. Since the dismissal of the protective order, he has called her about 8 times from his actual phone number (she handed me her phone for a few hours and unblocked his number so she could have someone testify to the fact that it's not her trying to spoof his number- a claim his attorney made during their hearing), has sent her 6 threatening texts from random phone numbers, and has called from a blocked number 100 times.
