Late reporting?

So my question is why does it seem so hard for a commander to make the decision to release people or have late reporting due to inclement weather? We had known severe weather rolling in at 0600 to 0900 this morning. There were alerts late last night so it wasn't a surprise. About 530 this morning a nasty storm went thru. Some midshifters cars were damaged from flying debris. People had to navigate stop sights that were out, debris in the road, and severe lightning all around. The storm lasted maybe 30-45 minutes. Everyone showed up soaking wet and talking about narrowly avoiding this or that. Why would commanders not allow late reporting or make sure midshift get out a few hours early to avoid all this. It blows my mind. They are lucky someone didn't get hurt or worse.
