TCMax Server?

We recently switched from ALIS to TCMax for tool accountability. The computers we have don't communicate so we can only use one for checkout/in. We called the parent company and they said com needs to create up a server. I called come and they said we need to put in a purchase request to buy a server. Does that sound legit? I know nothing about com and I figured they could just set it up for us. They are the ones that uploaded the software. I don't even know what server we need to buy?
