GI Bill Eligibility Question

I have been active duty since 2015 and transfered 100% of my GI bill to my spouse earlier this year. I received notification that only 90% of benefits are available since I don't have enough days of active duty. 36 months of active duty are required for 100% benefits - I have over 80 months.
Upon calling the VA, they "excluded 1400 days, probably because of training" I have done for my job.
Has anyone else had this problem?
