Found a mouse on my outdoor units capacitor, replaced it & contactor, unit still not working

Found a mouse on my outdoor units capacitor, replaced the capacitor and the contactor, unit still not working. Also replaced a blown 25amp fuse in my basement fuse box. Turn the unit on and the indoor section starts up but the outdoor unit does nothing. Fan doesn't start and no audible sounds except a very quiet buzz from the (I think) contactor.

Any ideas if it's the fan motor or the compresser?

Any and all advice/tips/help is very much appreciated.

Outdoor unit is a Payne (no pun intended)
