Boudiva has realized that for all of the expansion and promises the Bisrealites have received, they have yet to create any form of civilization. Henceforth, she decided that they must. The Bisrealites will form the Federation of Bisreal. This is pretty much just a treaty between cities, and only has effective powers to regulate land claimed between the cities but not administered directly by now. For now, it is governed by the three chieftains of the cities, however they are chosen. Conflict amongst the members of the confederation is also not out of the realms of possibility. Regardless, this new civilization shares a common culture and a common goal of spreading this culture.

Boudiva will command members from the Bisrealites to take a fleet back to the old continent, lead by divine inspiration. They are to go to the homeland of the Alweits and present the symbol of Boudiva, and pick up the awaiting Alweits plus anyone else who would like to come along. The fleet will then travel westwards, where they will come across the slimes. They will make contact with the Oozian Confederation and try to establish friendly relations, before picking up 300 slimes and 180 gloops to live on the land and the shores of Bisreal respectively. The Bisrealites will make a great effort to incorporate these races into society. This initial population is the model in which future generations of these races can move to Bisreal and coexist with its inhabitants. The Alweits will be instrumental in building projects and in menial labor such as mining, where they can complete the day's work of several humans in a couple of hours and still be more content. They could also be used for soldiery, though not for infighting between the Bisrealites as they would only be motivated to defend their homeland most likely. The Slimes will be valued for their versatility, shaping themselves to perform tasks that would be impossible for humans. The gloops will be the first aquatic species present in Bisreal, and will help in our efforts to establish maritime dominance over our shores and make our coasts more productive. The numbers should probably be enough to prevent the negative effects of inbreeding for a couple generations at the least.
