Are hard AI "better" than us?

Do their villagers gain resources at a faster rate than ours?
Are they better than us in any possible way?
Sorry if this sounds like a stupid question but there reason I ask is I noticed an enemy Hard AI used the Earth Dragon God power literally 3 times!
