Any tips for an Edward Kaiser playthrough?

It's been a while since I've played in my home region of Arizona, and I've been interested to play as ol' "Caesar" himself. I just don't know what to do? Stay Atomist, or convert to Mormonism or Catholicism (if I can)? Form Greater Deseret, or the Arixan Empire? Expand east? West? North? South? EVERYWHERE? I need some concrete, long term goals.

What do you guy's suggest? If the campaign goes well, I may post update screenshots of my playthrough! Thanks again for any tips! :)

P.S. Editing this as I am playing as Kaiser right now...how come there's no Arixan Empire? I tried finding it but it's not there?
