Expression to Dampen Child's Movement Relative to Parent Layer

I have a comp where I have parented the vertices of a shape layer to various points on a character rig skeleton so that the shape of the layer will dynamically adjust depending on how the skeleton is animated. It works relatively well, however I've noticed during animation that the effect of the parent on one point in particular is too strong. I'd really like to be able to dial in how much the point moves whenever the parent moves. Since it's already parented, my instinct was to do it with an expression, but I'm hitting the limits of my expression knowledge. I have a feeling that it will probably incorporate layer space transforms to some degree.

Anyone have any suggestions?
