How to make a circle's stroke emit particles?

I'm trying to scale a circle to enlarge from nothing (ie. 0%) to very large.

How can i animate the perimeter (ie. the stroke of the circle) to emit particles? And how can I do it so that as the circle scales bigger, the particles emitting don't scale along with it (ie: stay the same size, as if more circle = more particles)

Does that make sense? I can't figure out how to do this. The particles should just be solid circles that are "bubbling" (ie: oscillating between big/small sizes). I thought about precomposing that animation, but not sure how to clone it around a ring/circle's path.
