What's the official stance on creating custom cards/nemeses?

I tried searching for some blank templates to create custom cards/nemeses as a present for my friend, but haven't found any. The community is relatively small, so it's possible it just hasn't been done yet, but it's equally possible that the Designers simply don't want blank templates available.
If it's allowed/shareable, does anyone have resources to accomplish this?
