Should I text my coworker and flirt or not?

I work for a nationwide durable medical equipment company at its headquarters. It is a small building and pretty much everyone knows everyone. Well a few weeks ago, one of my coworkers did a background check on everyone in the office (it's weird. I know). Well we ended up talking one day and I told them that I thought one of our coworkers was cute and I didn't know how to tell her. He and a few other coworkers told me that they think she likes me as well and that she would look at me like she wanted me.

Later on that day, I get an email from said coworker saying, "information Attached. Good Luck." Attached to the email was a background report of the cute coworker which has her cell number attached. Now normally I would just approach her and start to strike up a conversation or come up with something to get her number but I don't know what it is about her that makes me scared to ask. She's come into the office wearing short skirts, booty shorts, and even short jean skirts that if worn in a high school you would be sent home immediately. Now I don't know if I should text her and tell her or if I should just write a note with my number on it and leave it at her desk.

Edit: I should have put this in there but said coworker who did the background check was let go about 3 weeks ago for other reasons.
