What can I do to help my friend who lost both of her parents and now needs to care for her younger brother?

Over the weekend, my friend, let's call them R, got the unfortunate news that their remaining parent had their life taken from them. Their mother was not heavily involved in the care of her youngest child, a 12 year old boy. R has been the primary care taker for the brother but now that both parents have passed, legality comes into play.

R is late 20s, so old enough to get custody of the brother. I'm trying my best to compile a list of resources for them because I can only imagine how overwhelmed they are and have no idea where to start this painful process. They also cannot afford funeral costs.

Does anyone have any ideas as to where I can direct them for more help? I've been researching for Clark County, Nevada but I'm quite overwhelmed by those fake legal websites.
