Saw a car back into another car and drive away in my apartment complex. Took a picture of the car and its license plate before it drove away. How do I handle this?

I was waiting for a taxi late on Wednesday night at the garage to my apartment complex. I saw a car back out of a spot and watched it back into another person's car in guest parking. The person didn't even go outside to check the other car, they just drove off. As soon as I saw them driving away, I took a picture of the car and it's licence plate.

The car that was backed into was a pretty nice Lexus ES and had a pretty nice sized dent in the trunk. The car was in guest parking so I'm pretty sure it wasn't anyone in the complex.

I'm a little torn on what to do. Should I:

a. Post a comment in the apartment complex's Facebook group, asking if any of their friend's cars had been backed into?

b. Inform the complex management about the situation.

c. Wait until someone inquires, if not, just let it pass.
