Foster cats family ghosting. Do I own this cat now?

I agreed to foster a cat for a family that was in the process of searching for a house as they were temporarily staying with family and couldn't accommodate the cat. I was told they were "thinking it will be less than 2 months" that was 4 months ago.

3 weeks ago the family sent a text saying they found a house and would reach out the next week for the cat.

2 days ago I sent a text to follow up on that and ask if I could drop off the cat. They have not responded.

I love this cat and I'd be happy to keep it but if im going to keep it I'm going to get not fixes. I dont feel like I can fix a cat that doesn't belong to me.

So my advice request is this....do I just keep the cat or should I continue to wait on the family?
