I spent $200 to have this resume written by a professional but still not getting jobs

I posted my older resume and most people said there was an issue with my resume and that is the reason I'm not getting the jobs in IT. So, I got it fixed by a professional resume writer (one of the top ones on fiverr). However, I don't personally think there's a huge improvement in this and on resume worded my previous resume and this has same score of just under 40. Did I waste money? Why am I not getting jobs in IT (I'm okay with any entry level job in IT like help desk etc.) Was lack of experience always the bigger problem? What can I change in this resume now?
