Question: How worthwhile is it to spend into resources that aren't mission objectives?

Example: In Chapter 19, there are no objectives pertaining to the Ore industry. However, Ore is my biggest comrade producer by far. Is it worth spending some comrades to make more comrades faster? Is there a good rule of thumb for how much to spend in situations like this?
