How to deal with list tailoring

So one of my main opponents always just brings his entire collection of built ultramarines to our games, then builds lists when he sees my army and surprise surprise if a model can take plasma it does.
I’ve tried calling him out on it a number of times, his response is always along the line of “well I have nothing else that can deal with Custodes if I don’t take plasma”
Funnily enough, I’ve never beaten this guy. Any tips?
