Nuisance cat

Hey Team,
We live in maslin beach and there is a psycho cat coming to our house every night literally THROWING itself at our windows trying to fight our indoor cat.
It’s huge, kills native birds and seemingly skiddish around humans. I’ve got a cat trap to bring it to RSPCA but if it belongs to a neighbour and they don’t contain it, is there anything I can do to force their hand? It’s waking us up almost every night in the wee hours 😴
