Dope ratio

Been trying to figure this out...meth has a 1:1 solubility ratio with water. But a lot of people say a good shot consists of more dope than water, I was told to do .33 dope and .27 water. I did that and crushed it in a mortar and pestal, mixed it thoroughly and it still looks like this. It makes me feel like I'm running a fools errand. What am I doing wrong here.
