Aspec Lip install. Bumper mounts broken! Help?!!

TLDR; aspec install went wrong. Bolts at the bottom of the bumper rusted out/the plastic that they sink into broke. Undercarriage plastic now rubbing tire. Put everything back for now, bumper is staying on fine. Any suggestions to fix the plastic hanging/rubbing? Will missing bolts on bottom effect aspec install? (P.S. can help you find a new oem aspec lip! They still make them in white & black!)

(My fault, bit of a longer post) Was in the process of removing my bumper on my 08 base to install the aspec lip, and when i got to the bottom clips and bolts i found out the bolts were severely rusted. One broke off inside, 2 of the others were so rusted that when i tried using a bit of elbow grease, the nut plate (little metal threaded piece counter sunk on opposite side of the bolt to secure the bumper to the bottom plastic cover) literally broke the part of the plastic cover that it was sunk into. So now theres no place to sink the bolts back in, i ran out of time and put everything else back (clips etc) and the bumper is being held up fine, i plan on trying again tomorrow, theres one last pesky bolt thats freespinning i need to get out to remove the bumper. Since the part where the bolt holds the bumper to the plastic cover broke, theres a loose piece scraping the wheel when i lock it out to the right & am rolling. Any suggestions to fix the falling plastic on the bottom (mud cover, undercarriage plastic whatever you call it)thats rubbing the tire? Any suggestions on getting the aspec lip on minus a few bolts on the bottom would be awesome!
