Fixing plastic piece under front bumper.

So my condo is repaving the drive way and it’s part gravel right now. There’s a dip (about 6 inches) when I exit the garage and my car is low (by default, I didn’t lower it). I went over it and heard a metal scraping sound. No warning signs or boards as ramps or anything.

It looks like a black plastic piece was slightly damaged. Any idea what this piece is called and how much it would cost to fix.

Obviously I’m going to speak to the condo about paying for it.

Any advice would be greatly appreciated.
