Am I missing something about her kit?

The stacks acheron applies to enemies makes no sense not to be a debuff? Why does everyone assume it's not a debuff? It would not being a debuff would stop her from having synergy with her own relic set. Am i missing something in the leaks that said the stacks she applies on enemies aren't debuffs?
Legitimately so confused and after digging around for 20-ish minutes I haven't figured it out.
