Hey quick question on UC

One of the biggest questions I currently have is: when can we add any effect to any weapon? For instance, what if I want to make a sword that freezes people, a sarissa spear with the candle knockback effect, or a dart that has the "scare" effect? idk how hard this would be to implement btw, I just think it could be really cool for stuff like wizard factions.
