State income tax question/partial year resident

Hi all! Iā€™m an auditor for state government so this is out of my wheelhouse.

My brother got married in August last year and was a Pennsylvania resident up to that point. He then moved in with his wife (active duty Air Force) in Illinois. Their income is as follows:

His: Pennsylvania January-August; Illinois November-December Hers: Illinois, maybe Kansas but I canā€™t remember when she moved

They had their taxes done on the Air Force base and were told he gets all of his Pennsylvania taxes back. I am quite certain thatā€™s not the case, but does their marriage and multi-state income affect how they file/what forms they need to fill out? My experience with the military (my ex husband was in the Army) is that the ā€œtax professionalsā€ are not heavily trained and a situation like this could be beyond their scope of knowledge. Thoughts?
