Data localization laws and visa viability off-shoring

Assume that data localization laws become more stringent, that is, states enact legislation that restricts its citizens data from from being moved across boarders, such as seems to be happening with TikTok. Does this put upward pressure on US accountant wages? It would seem that this would restrict the labor supply, as, say, accounting teams in India might be prohibited from accessing US data on the grounds of data security. Any thoughts?
