Conditional access - no after hours access

I have a smb with 5 users that wants to setup conditional access so her staff can't WFH or access company resources off site.
I'm guessing that white listing the onsite prem IP is the way to go? Would that mean mobiles with outlook app wound't work without the local wifi? And laptops with sharepoint / outlook?
