Conditional Access - Allowing guest user to log in from a single country

We use conditional access to block users from logging into Microsoft 365 from outside the US. But I have a new overseas consultant, let's say his name is Hans and he's from Germany.
I would like to say that Hans can ONLY login from Germany, but I'm unsure how to do this in tandem with the main policy. It seems especially hard for a guest user looking at the What If test page.
Any thoughts would be appreciated
