300ex carb spilling gas every where

The petcock is not very good it drips a little as in it doesn’t ever completely turn off but it over fill the carb even though the float works it doesn’t stop the gas and ends up pouring everywhere out of the carb is it the float? When I fill the carb with gas and try to blow through the fuel line it won’t let me but when the gas is off and just sitting there it runs out of the carb it just started after I put jets in it
