Permanently Locked S9 to network

Basically the title. I've seen other posts here asking the same question, but either the links are broken or the situation is just unique enough to not apply here. Basically I was given wrong information about how to bring my phone to verizon and now my phone is permanently locked to ATT.
Is there anyway to undo a permanent network lock for an S9 on ATT?
