I have only seen the original Nic' TV series (currently re-watching it on Netflix), and I was struck by how in the first episode, Katara talked about how she wanted to become a "Proper Water Bender".
I'm still only at the beginning of book 1 re-watch, but I don't remember any explanation as to what makes someone a bender. I know that you need to learn how to become a competent bender, and that only the Avatar can learn more than one element, but there's no talk of how someone finds out they can bend in the first place, unless I missed something
