4090 strix fans won’t turn off at idle

Hello. I have a 4090 strix and sometimes after I play a game my fans will stay at 1000rpm and my clock speed won’t go down for 2610. Is this just a driver issue? Keep in mind it only happens sometimes. When I exit a game or after running a stress test, the fans will go back to idle. However sometimes they just stay ramped at 1000rpm and 2610 clock speed. To clarify, is this a bad thing for the card to leave the fans running and clock speed like that until i shut down my pc? I restart my pc and comp atleast once a day
