Port Forwarding on RT-AC3100 not working

So I have a plex server, an outlet server (an internet plug) and a rust server running on this computer (.40).

The ports are open for the plex server and outlet server, but "Rust" and "Rust Test" show the ports as closed. There is no server running that is using the Rust Test port, I just wanted to see if it would show as open. Nope.

I've taken down the firewall for testing on both the server and computer and it doesn't make a difference.

Any suggestions?
