Is it really that difficult to find CPT opportunities (IEE) for F1 visa students?

I am currently an international grad student pursuing Industrial Engineering (Operations Research). I know CSE students have it all fucked up but to think that students are applying to 500 jobs only to receive a call back from 15 is astonishing. It may sound like I am in denial but it really doesn't feel like we need to send out cold applications to 100s of company to get a job
