How to unlock hardware reserved ram b450m SLegend

So i have b450m steel legend with amd 3400g ,dual channel memory config 3200mhz two 8gb sticks .....now with this task manager shows 13.9 gb ram available cause its using the 2.1gb for igpu which is ok but when slides in a dedicated gpu 1050ti task manager showing 15.9gb so how to unlock full 16gig for use or is it even possible cause i saw my second pc showing full ram when i use dedi gpu ..... Thanks
