Help with build - no power to MB?

Hey all. I generally have a very limited knowledge about computers, but ive always putzed around with building them since I was younger. About 5 years ago now I built a PC into an super old Case that i bought off Craigslist. Stripped it and put in all new components. I have the Asrock Z87 extreme MB and a 550w power supply, Intel i5-4590 CPU, 16GB ram (2x8), and a 2TB SSHD seagate hard drive. Everything was working great until last year when I moved to grad school in the Caribbean and flew down with the PC. After the flight it worked totally fine but the case got a bit banged up, and then COVID hit and I had to go home for a bit and left the pc in my apartment. When I got back it was having a hard time booting, and constantly rebooted itself saying insufficient power. after some research it seems that this is kind of a asrock mb issue.. but also where I live we have really shitty electrical wiring and after plugging the PC into a battery/surge protector, the PC worked fine again.

I went home again for a brief vacation and brought down a new case. When i got back i did not test the computer to see if it worked before moving all the components into the new case. REALLY stupid move.. i know..

The new case (Phanteks Eclipse P360A) doesnt have a reset plug, power led plug, or hdd led plug. I managed to plug everything in where it should be minus what was not included in the case, but now the machine wont turn on. No power to the MB. Im not sure how to test anything to see what the problem might be, and I also am such an amateur at putting PC's together that its totally possible things are just not in the right spots? Ive also replaced the cmos battery just in case that was an issue (given the humidity here), but even with that changed out im at a loss.

Tech support on this island is sub par, and new parts impossible to get unless I ship it in (and then get heafty near 100% tax).. Does anyone have any ideas, or could maybe help me If i send a pic of the MB and see if maybe somethings in the wrong spot? Im sure super bummed about now having my PC down here since I went through so much to get it here and now its not working.
