Customize power on/mobo off RGBs

Dear fellow Asrock owners, my mobo (B760M PG Sonic) has a M2 aRGB turns on when I turn on the PSU. Once I turn on the rest of the PC, all the other aRGBs also turn on (basically fans).

I managed to change the color and pattern of the M2 light but I was wondering if it would be possible that all the leds turn on when the PSU is on, instead of waiting for the PC to turn on. You can think of it as a lamp that can be on/off aside from the rest of the computer.

Thank you for the help.

Also, is it bad for my pc to switch the psu on and off regularly?
