Need help with my new build

I've been having problems with my new build. Here is my build https://pcpartpicker.com/list/jXX4wg For some reason when I power it on it shows me a black screen with a white static line for about 10 minutes then shows the bios logo and then shows windows. I had a problem with the b650m pro rs wifi motherboard the first time I bought it where it was showing the cpu dram red lights on the motherboard so I returned that board and got a new one. this new board there's only lights on the vga and boot but when I get it to finally boot windows after 5 attempts and after installing the drivers for the graphics card and plugging it back in there are no red lights. However when I launch it now it takes 10 minutes to launch the bios logo and then windows 10. I followed a YouTube video that had me go into disk part and update the bootcode for the USB drive but I'm not sure that was the issue because I was getting access denied after running Command prompt in administrator mode. The current bios is 2.02 but there is an update but it's a beta update to the bios and I haven't tried that yet as it's a beta version of the bios. But that's the only other update I can do to the bios. The settings in the bios are set to external as my graphics. And it's on legacy and uefi as one of the options I forgot which one. I'm just racking my brain trying to figure out what the problem is and apparently other people have had similar issues with the asrock b650m pro rs wifi board. If you guys have any suggestions I'm open thanks.
