help with crossplay and getting into the game

So I want to get into ark as my sister and a few friends got into it some weeks ago. Thing is I don't know if it'd be possible for me to play with them or play the game at all. They play on a private server on ps5 and I'd play on pc. So my first question is could I play with them at all? Secondly I currently only have my laptop from work which obviously won't have too good graphics and fps but could it run it? It's a microsoft surface so won't be good but would it work at an acceptable level? Thankd for the help my guys
