Returning Ark Player

Hey guys, quick question. Recently rejoined the ark community on a private server. As far as I have been told, nothing is modded and it is a brand new server (less than 100 hours played thus far)

My question is that on official servers it was common to see dinos in the wild at pretty decently high levels. Thus far on this server the highest dino we have seen was a level 24 raptor that we tamed. Everything else seems really low. Just curious, did they scale back the dino levels or is something weird about this?
