Empty, lifeless oceans

In any map I play even in the center which is mostly an ocean, I can’t ever find any creatures and its super hard to find even an ichthyosuar or megalodon anywhere in the ocean, is there any possible way I could fix this and start getting some creatures to spawn in the oceans?
