Is Umbral abyss gateway only available if you turn them on in realm creation?

Made a game and I’m playing as a Eldritch Sovereign, flicked on the realm setting for the abyss to have portals but holy there’s so many… like an absurd amount of portals. Are they on by default? I fear my build is just gonna steamroll bc of how much gloom is on the map, or can the AI fight back against it
