I hear the AI is very "cheaty" has that been fixed?

So I heard that even on the lowest difficulty settings, the AI will cheat and gain advantages such as boosted unit production and the like. Has this been changed or fixed? I admit to prefer playing on lower settings to make things more "comfy" for me to learn.
