How do armies work

So I started the game a while ago, have a few people in my pantheon it's all going good but I noticed the longer a game goes on the armies get much weaker? Like is there a way to upgrade level one troops higher or something akin to progressing them like in civ 6? Or am I just stuck with a bunch of level one units and I constantly have to replace the armies with higher units as I unlock them?
