Vega 64 Sapphire Nitro+ (non-LE) past 1580Mhz?

So I undervolted and OC'ed my Vega using the usual guides. Voltage for HBM and Cores at 1000mV, HBM @ 1100 Mhz, Power level 50%.

No matter what I set the cores P6 and P7 target to, the card is pinned at around 1580 Mhz (HWInfo says 1585 Mhz max). Which is advertised boost speed but I dont see a reason why it wont go beyond that. Temps are easily manageable at around 60°C, Hotspot 83°C max, Power should be available...

Is there a BIOS lock to not let the card turbo past 1580?

Edit: to clarify, 980mV (if it doesnt crash), 1000mV, 1020mV, 1100mV all yield the same results.
