Ryzen 9 5900X not treating Cinebench R23 and Youtube as loads after chipset driver update

UPDATE: solved, I had set processor max state to 99% in power options. Changed it to 100% and it worked.

Specs and OC/UV config here.

My last chipset driver update to 4.07.13.2243 (months ago) reduced CPU temps while browsing youtube, but I only realized recently it was limiting my clock speed to 3625MHz.

Turns out Cinebench R20 also doesn't get treated like a load anymore. Both multi-core and single core tests keep the clock speed capped to 3625MHz. My Cinebench score before the driver update was matching other 5900X results.

While gaming, it's boosting perfectly upto 5025MHz, with reasonable temperatures.

I'm not completely sure it's the driver update, since I didn't benchmark immediately, only months later. Any idea if it's a specific setting that got changed, or whether the boosting algo itself got changed after the driver update?
