ISSUE HAS BEEN SOLVED THANK YOU EVERYONE FOR YOUR HELP!

Hello everyone thanks for the help in advance. I've built my fair share of PCs but never had an issue like this. Here are the specs first

Mag X670E Tomahawk MSI (updated bios)

Ryzen 7 7800x3d

Corsair Vengeance Ddr5 32gb 6000mhz

Power color 7900xtx

Be quiet 12m 1200w.

The issue I'm having is with my GPU not getting power or being recognized. I have used the card in my previous build before this one with no issues. That build was a ryzen 5 on a B450 tomahawk. It ran like a champ now that I have changed to the new parts listed above I get nothing. All I get is a dead second monitor, and when I go into Adrenaline it doesn't even see the GPU. I have to use the motherboard input just to see my desktop. I am using all of the new cables from the new power supply and the previous supply was a Be quiet 850w 11. So I am at my wits end on what could be happening. Thanks again for any help you can provide.
