What exactly is the 99th% FPS?

I am standing still here for like 5 minutes, but it is always pretty much same numbers. There is no problem or anything but I am just curious, shouldn't it go closer to 90 fps in this example as I am just standing still here?
Overall, what is a good number for it? 20~ lower than real time FPS is normal?
Ryzen 5 5600, 6700XT, 16GB Ram, Win10, Latest Adrenalin and Drivers.
